My first thought was trigger.
Test the trigger: Between brown and white/black 70-100 resistance and between white and violet 70-100. Disconnect the wires from the switch-box first.
If not the trigger, it's the switch-box.

If I'm reading right, the engine is revving up but boat going nowhere, I would check for a spun hub first.
Put mark across the hub, take it for spin, see if mark aligns. A spun hub will hold at lower revs, "the get me home" speed

I'm in need of a gear case for an '81Johnson/Evinrude 70/75 HP, I believe from mid '70s through to mid '80s are the same. If anyone has one lying around they might like to sell, I would be interested in buying.

Why not have it hot dipped? Last longer than the spray galv. in salt water.I did notice you say for use in canal,but you never know. About £0.90, incl vat, a kg, turn around usually a week I doubt your trailer will be much over 60kg.
